STEEM is one of the three types of tokens produced by Steem blockchain. STEEM is written in capital letters to represent the token in cryptocurrencies exchanges and differentiate it from the Steem blockchain. Like steem dollars they are liquid while steem power is not.

STEEM is the base liquid currency token in the platform. STEEM can be powered up into STEEM Power, traded for Steem Dollars, and transferred to other accounts. It is a cryptocurrency token, similar to bitcoin.[1] STEEM is the standard Cryptocurrency tradable on various exchanges. Its value can fluctuate just like any other coin.
