Ned ScottはDan Larimerと共にSteemit, Incの共同設立者であり、2016年1月にソーシャルメディアとブロックチェーン企業を作った。Nedはベイツ大学の学生であった2012年から2015年の間、Gellert Global Groupで事業運営と財務のアナリストをやっていた。Gellert Global Groupは多くの主要な北米の食品輸入企業で構成されており、100年以上食品輸入に関わってきた。
2016年5月、CoinReportに「私はビットコインに出会ってから8ヶ月後の今から2年半前にDanのことを知りました。DanのBitsharesプロジェクトに出会ってから、私のビットコイン学習は奇妙な方向へ転がっていき、それから、本当にブロックチェーンにすべての時間を使うようになりました。2015年中頃、私はDanの月明かりとなり、ニューヨークの様々な企業にDanの技術をもたらしました。2016年になり、私は初めてDanに会いに行きましたが、私たちは相性がぴったりでした。Steemのアイデアは始まったばかりで、そこから、実際のビジネスプランをまとめ、Steemitを共同で設立しました」[1]

Steemの立ち上げ前、Dan LarimerはブログでMUXERとして“相互扶助社会のソーシャルネットワーク”のコンセプトについて述べた：Mutual Aid Society（2015年12月31日公開）。[2]
2016年8月、Ned Scottは企業家や開発者が既に50以上の様々なツールをSteemブロックチェーンネットワーク上で作成したとCoindeskに語った。例えばCatch a Whale（クジラが最近どこに投票したかを追跡する）やSteemMarket（ユーザが商品をSteemで売買や賃貸を行う）がある。彼は「これを使うためにユーザは直接ブロックチェーンに行きます。我々にはそれを止める権限はないし、実際それを推奨しています。我々にできることはエコシステムを構築することであり、それはまさに今起こっています」[3]
